The RA 10524 (An Act Expanding the positions reserved for PWDs, amending for the purpose Republic Act 7277, as amended, otherwise known as the Magna Carta for Person with Disability) specifically amends employment provision of RA 7277 (Magna Carta for Persons with Disabilities), by mandating government agencies and encouraging private entities to reserve at least one percent (1%) of all positions to the PWDs.
The stakeholders’ consultation which was facilitated by Assistant Secretary Ma. Gloria A. Tango was the culmination of a series of consultations from the different sectors towards the finalization of an IRR that will be responsive to the call for PWDs’ inclusion in the mainstream of society.
Labor Secretary Rosalinda Dimapilis-Baldoz, in her message delivered by Labor Standards and Social Protection Undersecretary Ciriaco A. Lagunzad III, highlighted the importance of strategic thinking which comes in the crafting of the legal basis; and strategic acting which calls for specific ways of implementing RA 10524.
National Council on Disability Affairs Deputy Executive Director Mateo A. Lee also expressed his hope that this will gain acceptance to all stakeholders.
The DOLE through its Technical Working Group (TWG) spearheaded the formulation of the IRR, after which was consulted to the different sectors through sectoral approach.
BWSC OIC Director Ahmma Charisma Lobrin-Satumba together with Director Stella Banawis of the Employees Compensation Commission (ECC) and Director Catherine Parado of the Bureau of Working Conditions (BWC) expressed their continuous support in promoting the rights of the PWDs.
