The Bureau of Workers with Special Concerns (BWSC) acknowledges the need to mainstream the Department of Labor and Employment’s policies and programs to be more inclusive of persons with disabilities.

In its continuous effort to provide an all-embracing labor environment, the BWSC supports the Institute for Labor Studies in another round of stakeholders’ consultation for the enhancement of the Department of Labor and Employment’s (DOLE) Disability Inclusive Governance Framework (DIGF).

The two-day consultation, which was held last July 14 and 28, 2022, included participants from several external stakeholders including government agencies, non-government organizations, and employers and workers’ groups that advocate for the rights and welfare of persons with disabilities.

Atty. Ma. Karina Perida-Trayvilla, BWSC Director, in her keynote message, gave a brief background of the DIGF, and the Department’s efforts in attaining disability-inclusive governance.

She added, “We are glad that our efforts in uplifting the lives of persons with disabilities are recognized as they are proof of our resolute support in creating inclusive employment for them. This goes to show that DOLE has been at the forefront of advocating for the rights and welfare of persons with disabilities and we cannot perform these responsibilities without the partnership and collaboration of each one of you.”

The DOLE was also recognized by the Commission on Audit (COA) for two straight years for its endeavors toward the protection and recognition of persons with disabilities.

In the first quarter of 2022, the DOLE has granted 30 livelihood interventions, and provided 128 persons with disabilities with emergency employment, with a total number of 6,159 persons with disabilities reached from 2018 to the present under the DOLE Integrated Livelihood Program (DILP), and 170 beneficiaries for Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program (TUPAD).

Atty. Trayvilla further stated that inter-agency partnership and collaborations with private entities became paramount, while social dialogue paved the way towards the efficient delivery of services and assistance to the marginalized workers during the COVID-19 pandemic.

“May the consultation serve as a reminder to all of us that we need to openly and efficiently communicate and collaborate with one another for holistic and inclusive development for all,” she ended.
