The Social Amelioration Program (SAP) for workers in the Sugar Industry and Social Amelioration and Welfare Program (SAWP) for workers in the Biofuel Industry intend to improve the workers’ lives through the provision of services like cash bonus distribution, maternity, and death benefit assistance, training and education, livelihood, and emergency assistance, as well as social protection and other welfare benefits.

One of the major challenges of the Department of Labor and Employment (DOLE) is the lack of knowledge of the workers on the programs available to them. With this, the Bureau of Workers with Special Concerns (BWSC) conducts an assessment and planning exercise which discusses the indicative plans and actions that may be undertaken to address the gaps in program implementation.

On October 06 to 07, 2022, the BWSC, through the Workers’ Social Amelioration and Development Division (WSADD), spearheaded the assessment for the Luzon leg in Pampanga which is composed of SAP and SAWP regional and provincial focal persons, and DOLE regional accountants or Special Disbursing Officers.

The assessment aims to solicit policy and program-related concerns that may be developed and improved for a more efficient implementation, monitoring, and evaluation of the programs.

“I am confident that this initiative will lead to the development of a more engaging, progressive, and improved implementation of SAP and SAWP. With our concerted efforts, it is without doubt, that we will succeed in this shared task and goal,” said Atty. Ma. Karina Perida-Trayvilla as she provided an overview of the event.

Assistant Secretary Dominique Rubia-Tutay mentioned in her opening message that through the activity, plans and actions for the sustainability of the programs can be discussed, thus, will highlight what the Department can further provide for the workers.

“I hope that the BWSC and its regional counterparts will continuously come up with more cohesive and creative strategies on how to properly disseminate information about SAP and SAWP and come to a common understanding on how to effectively and efficiently implement all the SAP and SAWP-related issuances and program components,” Tutay added.

The Visayas and Mindanao batch of the assessment will be held on October 20 to 21, 2022 in Bacolod City, Negros Occidental.
